[ACT] Pinecrest access-Does anyone know the history of gates at the access? Dates?

I am interested in the development of access restriction at the Pinecrest
Trailhead of the Mount Wilson Toll Road. In my experience I would assume
restriction escalated from no restriction to what it is today.  I personally
seem to  recall that at one time it was your typical pipe gate and there
wasn't a real change until the present gate.  Help me out.  Dates [decades,
years, seasons, months, etc.] are real important.
